Background:
The High Impact Micro Infrastructure Initiative (HIMII) is builds upon the long and historical Government of Japan's (GoJ) assistance to the Palestinian People, in the different sectors and geographical locations throughout the occupied Palestinian territory/State of Palestine. The aim of this initiative is to generate employment and visible impact on the ground through physical outcomes, with emphasis on increased job creation opportunities coupled with a strengthened and developed private sector. The interventions will cover different sectors, as identified by the Palestinian Government to be a priority.

The Monitoring and Reporting (M&R) Assistant will contribute to the effective implementation of the evaluation policy, ensures that minimum monitoring and evaluation requirements for projects are met, and participates in the conduct of thematic and crosscutting evaluations. S/he will be responsible to ensure that project evaluations are carried out according to agreed schedules. S/He will be responsible to ensure that findings and recommendations are well conveyed to the project team. The M&R Officer will also track results and apply the monitoring framework as set up in the project document in line with prevailing internal monitoring guidelines, ensuring that reporting arrangements and requirements are in place and are being implemented in a timely manner.

UNDP/PAPP- is seeking a candidate to fill the position of Monitoring and Reporting Assistant, under the overall guidance of the team leader and the direct supervision of the project manager.  As this position is related to Rehabilitation of water facilities Project in the occupied Palestinian territory with an expected duration one year, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.

Description of Responsibilities:
Summary of key functions:
-Ensures the implementation of monitoring and reporting policies and strategies.
-Ensure effective support  of the implementation of the Programme and the evaluation plan
-Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and reporting.

Function / Expected Results
-Provision of regular update and input in monitoring of project activities, to assess overall project implementation with respect to project objectives, outputs and indicators;
-Provision of effective troubleshooting, suggestion for corrective measures to be undertaken, and make arrangements of technical assistance to implementing partners based on results of monitoring, where necessary 
-Timely reporting arrangements are in place and being implemented to ensure that the reporting requirements are met in a timely manner.
-Timely collection of information and drafting of "success stories" of persons/communities impacted by UNDP supported programming
-Provision of guidance to implementing partner and serves as focal point for M&R in line with UNDP monitoring and reporting policies, procedures and practices;
-collect , entry , management and analysis of data related to the project at the national, provincial and district levels;
-High-quality data presentations, data maps, statistical spreadsheets for internal and external consumption: government, other UN agencies, etc.
-Effective showcase to external stakeholders on progress made and impacts delivered.
-Conduct field visits, in collaboration with project team to verify the collected data and Identification and formulation of lessons learned from monitoring visits to be integrated into project knowledge management efforts.

Function / Expected Results
-Provision of guidance to implementing partners and serves as focal point for M&R in line with UNDP evaluation policies, procedures and practices
-Provision of input for the Project team and partners on the needs for evaluation based on the donor agreements. 
-Analysis based on data collection for the evaluation process as necessary and requested by independent evaluators;
-Coordination with the project team, project board and the stakeholders to ensure smooth conduct of the evaluation;
-Provision of high quality of data and strategic inputs for improving the existing M&R systems. 
-Coordination with the project team and partners in monitoring the implementation of evaluation recommendations. 
-Monitoring progress achieved on activities under Programme components, this includes data related to performance indicators agreed upon between UNDP and Donors.
-Monitoring progress achieved on activities under the project against implementation schedules developed for each activity to ensure progress as planned;
-Provide the project staff with the needed data in order to measure the inputs, outputs and outcome indicators;
-support the Programme staff in designing data collecting tools, collecting and analyzing data with respect to the achievement of the agreed upon performance indicators;
-Providing the Project Manager with regular and up-to-date related information on the progress towards meeting the interim activities' benchmarks and the overall project objectives; 
-Provide administrative, management, and implementation support to the Project Team in their daily task, this will include, preparing letters, faxes in English and Arabic, copying, filing, editing, formatting, central record keeping, data input and UNDP/PAPP systems follow-up and processing. 
-Liaise with counterparts and project staff for any requirements regarding Programme coordination tasks (especially for arranging meetings, request documents, etc.).
-Maintain close cooperation and coordination with other implementing agencies in target locations.

-Effective support to project staff in identification, documentation, synthesis of lessons learned and best practices to be integrated into broader knowledge management efforts.
-Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy
-Established system and updated documentation of research reports, studies and evaluations are maintained. 
-Plan, Manage and maintain the Programme existing database
-This includes the collection and documentation of relevant reports from government research bodies, national and international agencies, etc.
-Facilitation and participation in results-oriented monitoring and evaluation training efforts.
-Strength communication between the Programme and the MoA headquarters, Agricultural district offices, Partner organization headquarters and regional offices to ensure the efficient updating of data through regular and ad hoc visits and follow up. 
-Perform other relevant duties as assigned by the Programme management.

Project implementation must be in line with the objectives of the project and UNDP rules, regulations and procedures that are critical to ensure the achievement of project outcomes.

Qualifications :
Education: 
-Minimum of High school Diploma. BA Degree in Management, Developments or any related field. is an asset

Experience: 
-Minimum of 4 Years practical and relevant working experiences.
-Good experience in developing questioner
-Good experience in Programme or project management.
-Good Experience in Systems development.
-Good experience in leading and technically supervise team.
-A good knowledge in Database development and management.
-Experience with UN Agencies is an asset 
-Knowledge of UNDP's rules, regulations, and procedures is an asset

Language Requirements:
-Fluency in the English and Arabic.
